CHARLESTON, S.C. (WCBD) – Tropical Storm Debby is expected to impact the Charleston area over the next several days after making landfall in Florida‘s Big Bend region. The storm will likely stall near the South Carolina coast and bring significant rainfall and flooding to the region.
With the threat of severe weather and flooding, many businesses have announced closures, cancellations, and postponements.
The following are the closures, cancellations, and changes that have been announced thus far:
MEDICAL FACILITIES
Ralph H. Johnson VA Health Care System
The VA Medical Center’s inpatient care units and Emergency Department will remain open and operational. Outpatient closures and virtual care options are available.
Trident VA Clinic: Open until 2 p.m., closed through Thursday.
Goose Creek VA Clinic: Open until 2 p.m., closed through Thursday.
North Charleston VA Clinic: Open until 2 p.m., closed through Thursday.
Roper St. Francis Healthcare Facilities
Roper St. Francis Physician Partners sites will be virtual on Tuesday and Wednesday. Roper St. Francis Express Care locations will be closed Tuesday and Wednesday,though some exceptions may allow for virtual visits.
The following RSFH sites will be closed on Tuesday and Wednesday.
Roper Hospital Diagnostics & ER – Northwoods – effective 7 a.m. Tuesday
Moncks Corner Medical Plaza – effective 7 a.m. Tuesday

BUSINESSES & GOVERNMENT
Charleston County Public Library
Charleston County Public Library (CCPL) branches and offices will be closed on Monday, Aug. 5. Book drops and automated material returns will also be closed during this time. Patrons are asked to not leave items outside of the book drops. As a reminder, patrons may still access our digital resources during the closures by visiting ccpl.org.
Public Meetings and Collection Services
All public meetings at the City of Charleston are canceled for the remainder of the week. Garbage collection will proceed as scheduled tomorrow but will be expedited. No trash or garbage collection will occur on Tuesday and Wednesday (subject to change).
Charleston County – Jury Duty
Jury duty for the week of August 5 in the Charleston County Court of Common Pleas and General Sessions has been canceled. All jurors are excused for the week and do not need to report.
Mount Pleasant Town Hall
Town Hall will be closed on Tuesday, August 6, and Wednesday, August 7 however staff will conduct business remotely. Town staff will be available via phone and email and all online services will remain available.
Isle of Palms
City Administrative offices and the Recreation Center will be closed from Tuesday, August 6 through Thursday, August 8. Normal operating hours will resume on Friday, August 9.
Recreation Center classes scheduled for the evening of Monday, August 5 are canceled.
All meetings scheduled for this week have been canceled and will be rescheduled for a later date.

The ribbon-cutting ceremony for the Phase 3 Drainage Project scheduled for Wednesday, August 7, has been canceled and will be rescheduled for a later date.
Public Restrooms on Front Beach will be closed on Tuesday, August 6 for the duration of the storm.
Dorchester County
All Dorchester County Administrative Offices and Dorchester County Courts will be closed Tuesday, August 6, 2024, through Thursday, August 8, 2024. The County plans to reopen on Friday, August 9, 2024.
Dorchester County Convenience Sites will close at 5:00 p.m. on Monday, August 5, and will stay closed through Thursday, August 8.
Dorchester County Parks will close at 5:00 p.m. on Monday through Thursday, August 8. Parks will plan to reopen on Friday, pending safety assessments to ensure suitable conditions for public use.
All Dorchester County Public Libraries will close at 5:00 p.m. on Monday through Thursday, August 8. All Dorchester County Libraries will plan to reopen on Friday.
Folly Beach
City Hall will be closed and will reopen on Friday, August 9, 2024. Please direct communication to staff emails and expect delayed responses as all hands are on deck for emergency operation needs.
Court is cancelled for Friday, August 9, 2024.
SCHOOLS
Charleston Southern University
All in-person classes to virtual learning beginning at2p.m. Monday through Thursday, August 8. As of 2:30 p.m. Monday, all employees will transition to remote workfor the remainder of Monday and through Tuesday, August 6
Rivers Library will close and reopen when classes transition back to in-person learning.
Dining services will remain open, offering limited options due to staffing. All food will be servedfromthe Dining Hall only.
The Brewer Center will beclosed until classes are back on campus.

PCA will be closed on Tuesday, August 6, and Wednesday, August 7.
Orangeburg County School District (OCSD)
OCSD will have eLearning Days on Tuesday, August 6, and Wednesday, August 7. All afterschool programs and athletic events are canceled until schools resume normal schedules or until further notice.
Colleton County School District
Students return to class in Colleton County on Monday morning; however, the district will have an early dismissal. They plan to update the schedule for the remainder of the week at a later time.
Black Street Early Childhood Center: 10:40 am
Elementary Schools: 11:00 am
Colleton County Middle School: 12:15 pm
Colleton County High School: 12:30 pm
Students will attend classes on the first day and receive Chromebooks in preparation for potential e-learning days. School buses will operate, but routes may be adjusted based on weather conditions.
Georgetown County School District
Tuesday, August 6, Wednesday, August 7, and Thursday, August 8 will be eLearning days for Georgetown County School District. All schools will be closed.
All after-school activities, programs and athletics are canceled for the three days.
ATTRACTIONS
Fort Sumter & Fort Moultrie National Historical Park & Charles Pinckney National Historic Site
Fort Sumter and Fort Moultrie National Historical Park and Charles Pinckney National Historic Site are temporarily closed beginning Monday. All concession-operated ferry trips to Fort Sumter have been suspended and no special park use permits will be issued until further notice.
Boone Hall Plantation
Boone Hall Plantation will be closed Monday, August 5th, and Tuesday, August 6th due to potentially hazardous weather conditions.
Tickets purchased to tour Boone Hall Plantation are valid forever for any one day in the future if ticket holders choose to tour the venue.
The Charleston Museum and its Historic Houses
The Charleston Museum and its Historic Houses will be closed on Tuesday, August 6, and Wednesday, August 7. The Heyward-Washington House is closed Monday, and the Joseph Manigault House will close Monday at 2 p.m., August 5. In addition, all scheduled museum classes and events this week have been canceled.
Sunset on the Stono on Thursday, August 8 – Rescheduled to August 15 from 6 p.m. to 8 p.m.
South Carolina Aquarium
The Aquarium will close early on Monday, August 5, at 3 p.m., with the last entry at 1:30 p.m. It will remain closed on Tuesday, August 6 and Wednesday, August 7. Select trained staff members will stay safely onsite to handle all animal care needs.
Charleston City Market
The Charleston City Market will be closed on Tuesday and Wednesday.
Charleston County Parks
All Charleston County Parks and Recreation facilities will close at 3 p.m. Monday and remain closed through Wednesday.
Programs and camps are canceled through Thursday, August 8.

Summer camps will operate as scheduled on Monday morning with an early release at 3:00 p.m. Camps will be canceled on Tuesday and Wednesday. The Municipal Golf Course Camp is canceled for the entire week.

The North Charleston Police Department has postponed its National Night Out event has been postponed to October 1.
Charleston RiverDogs
Games scheduled for Tuesday and Wednesday against the August GreenJackets are postponed. Make-up dates were not announced.
